I see it as Dean knows what he's saying is stupid but he likes trolling Jack. Dean always plays the stupid character (stupider character) but his character is just trying to mess with his friend who takes it seriously.

every time you see a camera and lighting setup for a meta joke, you must be aware there's a second camera and lighting setup beyond that, out of frame. You must also realize there had to be at least one person who got the real camera and the fake camera confused
