Might be the amount of space required to store high quality security footage and keep it for years costs to much, but I find that hard to believe myself. Makes me wonder why we don't better quality.
Answer to your 2 year old question: if you had a high-quality security camera (Even at like 720p) it would take up an insane amount of space to store all the data. Most cameras nowadays are just there for the fear factor to deter people from crime, since the quality doesn't really help at all, the most it can do is identify approximate size, height, and clothing.
