it's not that it tips elections, it can be things like costs to vote or barrier that could be overcome but shouldn't be there in the first place. And if they don't stop votes, it seems like it something to just get rid of all together, increase the ease of access. It's not like would be a bad thing.

what makes you think he doesn't know that? He just has a much bigger problem with "anti-establishment" candidates
