The winds of destruction call him out for this during every fight because they know who he truly is inside. He is just like them, the only silver lining being that Raiden is still lying to himself. I can honestly see Raiden being one of them. the only thing that really sets him apart is that Raiden fights under his own flag and fights his own war. The lyrics imply that Raiden agrees with Armstrong's overall message but couldn't stand by and let innocent people die. Raiden isn't just discontent with society, he is discontent with who he truly is and tries to put on a mask of self righteous "protect the weak" bullshit in order to hide the fact that he is a psychopathic death machine with a human heart, both metaphorically and literally. This game isn't about revenge or about the deeper meaning of war. It's about accepting yourself for who you truly are, both the good and the bad. And the winds of destruction represent what Raiden can become if he keeps repressing who he truly is. Thats why their bodies are more mechanically grotesque than his. Both Raiden and Sam still cling onto their humanity and refuse to become true monsters. Raiden appearing more human at the end of the game symbolizes that he won the spiritual war within.
Another thing that adds so much to this song,i think "it has to be this way" is instead of senator Armstrong,is Raiden theme Representing his acknowledgement that he is just like the senator and winds of destruction,he just fought for a thing he thought was right and lied to himself that he was a hero/good guy not a villain like them. Raiden even after this Catharsis doesn't blame a specific person/group,the world is always at war because that how we humans work,and can't lie to ourselves that we are the "nobles" of the history or "out of the curve" of our nature we will have that disgusting side. We can't just run away from our actions and just think that it's "past" or "I changed" we gotta face our "jack" in our mind We made bad things. And after all that swirl and cyclone of emotion that been Raiden own war,Raiden stills hopes to the world being a better place Despite all the war and hatred on hour world,"I feel that new will be born in the blood stained sand".

When I'm depressed, angry, or just frustrated and confused with life I remind myself "No matter how jagged your path is, you'll always find your way back to the road" and it helps me through some of the toughest times. In retrospect, I was very much definitely thinking of this song as I watched the end credits of Cyberpunk 2077 (~post 2.0 update, given the time when I was playing it.) This is a song, to me, about coming to terms with the actions we've made so far, and that despite our desires for a "happy ending," we know damn well that it's not gonna happen... not without a helluva war of our own to fight, at least.
Agreed that's why your choices led you to the outcome before you. no one wants to be miserable but our actions and choices got us to that point. It's also worth mentioning that our choices can undo our own misery. The best way of doing that is to improve ourselves to get that "happy ending". But the question is do you have the drive to keep improving and learning which you only stop when your six feet under. So just like the song said at the end "The War Still Rages Within".

somehow, some part of this song feels like old minecraft c418 sound tracks, both recalling the path taken and the journey and the sounds like those short soundtrack when you're alone, deciding what to do next for the survival experience

I know one game better than Metal Gear Rising, it’s Devil May Cry 5, you don’t need to play the other games before 5, I didn’t and still haven’t, but DMC5 is just amazing, the soundtrack (which is even more dynamic than MGRR) is amazing, the 4 playable characters are all really fun and in depth, the story is just as if not more stupid and over the top but still really pulling like rising, and Bury the Light, the song is so fucking good that I need to specifically give it a shoutout for being the best song ever made, I genuinely don’t know how a song that is a remix of it could get any better than Bury the Light, Vergils battle theme, go listen to it in its whole nine minutes and forty three seconds, it is phenomenal, and go play DMC5

I completed this game 2-3 times and cannot get over the soundtrack. The vocal tracks' lyrics are so amazingly written. I watched the whole credits scene with this as bgm. The war rages within still. Raiden has to fight his own wars. Sam saw already what Raiden is capable of that is why he gave his sword. LQ-34i is no longer that robot doggy listening to his master. He has became Blade Wolf.
