Are we talking about in general, or with Japan when you ask about the small models? In Japan, space is at a premium and the road tax is expensive, even for kei cars like this one which have the lowest tax bracket. To even own a car, you have to prove that you have somewhere to legally park it at or near where you live (either you own the spot or have the written permission of the owner to use that spot on a daily basis). Plus, India already has a car that would be more popular than the kei car (TATA's Nano) in India's market due to cost and size. The objective of the kei car is to make an affordable small car in Japan that isn't cost prohibitive for road tax. If the Nano is cheaper than the N Box series from Honda, why would Honda invest in bringing the product to a market that wouldn't buy it? Sure, it has more features than the Nano, but you'd be hard pressed to find Indian officials being thrilled at the idea of drivers being able to watch live TV behind the wheel as they're driving (one feature of Japanese market cars), especially in places like Delhi.
