Well done! These tourists try their best to ignore the guards, and do what they'd like, but this guard was having none of it! This woman clearly didn't like to be told no, as she grabbed at the reins again and again!
I don't know what you're looking at. The horse raised his head and her hand brushed the reins. She did then grab ahold of the reins and was told to let go and she did. I've seen far worse.

She was trying her best to get a photo of herself with her hands on the reins, which is typical of tourists, and no doubt the reason this guard was pulling them from her reach the moment she started to do so. Then after having the reins pulled back by the guard at 10:53 and being told to get off the reins, the woman then grabbed the reins at 10:57, at which point the guard got a bit louder. Simple really. Don't touch the reins!
