Not too certain on specific locations. Looks like in Canada there are common carp and not many regulations on them, just be sure you look up the regulations/laws for Ontario if you target them. Don't want to get in trouble with the Canadian govt over something avoidable. I'd look for shallow water creeks, 2-6ft range is where I'd start looking first if I was going around my area. If you're able to chum an area with bait (pre-baiting) I would do that for several days over time and if they're in the water you're fishing, they will start to show up and expect the food to be there that you're chumming that area with.
I'd say it's hard to find a definitive answer just about like anything else with fishing. Some guys swear by chicken livers when catfishing and the next guy uses hot dogs and swears it's the best. With that said I do think the sugar has a positive impact and can't hurt. If anything, I would think it has a similar addictive property like it does with humans. So my theory is that if the carp detect it and get enough they might start associating the food with it and seek it out in the areas that you fish and bait often. As always if it gives you confidence when fishing, do it. Tight lines!
