Currently not possible. Also auto start is on preview stage and in my VM auto start is not working. Raise a ticket to Microsoft support.

It's not billable. It's in preview state but no bill will add for this settings.

this is not working on a daily basis, for one time it's okay to shutdown and restart.

We did this for daily basis. We shutdown our VM on night and auto start the vm on morning.
