The spin off comic actually answers this and that girl is Terra. She just wants to move on and be happy. Her brother sees her and tells Beast Boy. Beast Boy let’s her go after that. Beast Boy might try to act like he is a Chad but he the real deal.

Beast boy and her brother don’t actually talk to her, they just watch her from a distance. But she does see them fly off and makes a face then her friends ask if she’s ok to which she replies “Yeah, I’m fine.” Then the comic ends. As far as I know, that’s the last we ever see of this version of Terra.
It really was Terra though. Raven unknowingly brought her back when she defeated Trigon. There were even subtle hints that she really did remember Beast Boy and her old life but wanted to move on and live a normal life.
That was definitely the real Terra in things change, u know about the go comic, I suggest you take another look at the issue with her brother, and I am one of the fans who goes with the theory that when Raven beat her father and the world including the people that were turned to stone turned back alive, Raven had unknowingly realised Terra, and Terra simply wanted to have a normal life, and get the things that she wanted since she was a small child "princess"
Actually she does remember she only pretends to lose her memory . This is confirmed in a episode. where she tells beast boy that she wants to live as a normal human girl, but can't be with the teen titans because she never wanted to repeat what happened with slade.
I was so confused when I watched that episode. As a child I just wondered why the other titans didn't see her and couldn't understand why there were no clear explanations to give the episode some closure. The imagination coping thing was so disturbing to me that I refused to accept that.
It's a kid's show. She survived. Some people overthink things lol. Look, I get it, it's dark sometimes. Cartoons can be for adults, too. I love anime. etc. But nah. She lived.
I'd say it hit the same as it always has. It was poorly executed, and a big reason she was nixed was because the budget of the show was so high they couldn't afford to keep a new regular cast member, leading to an arc that did more harm to the character than good.
The “Beast boy imagined her” theory is disproven by the Teen Titans Go comics. (Those comics are not related to the reboot show of the same name and are canon to the 2003 show) In one of the last issues they meet Terra’s brother and Beast boy takes him to the school to see her and he confirms that it is her.

Beast Boy got bit by the "love bug" the first when Terra first joined the Teen Titans. Tragic character.
I'm pretty sure terra coming back had something to do with the voice that called beast boy into the light at the end but I guess will never know.
This show is truely underrated and the storie is more than just sad.
