Okay so for the people who keeps asking: Recently we learnt from Neuvillette voice lines that Archons technically do 'give' Visions, but as Ei said they have no say in who gets granted a Vision. Celestia is the one who decides this and then Archons have no choice then to give a shard of their power, which then becomes a Vision. Since the seat of the Hydro Archon is now destroyed, Celestia has no authority when it comes to Hydro anymore. This means Neuvillette can now both choose who to give a Vision to and create said Vision. Fun fact: The first person he chose to grant a Vision was Furina! Her Vision also looks a tad different, having little claws
There's a lot of evidence to personality traits being a factor in their "Vision" text stories too. Faruzan: Obtained as soon as she was free from the 100 year old puzzle, resolved by her desire to escape from it. Cyno: Resolute towards law and order and he intends to keep it that way. Earned his while reading up on Sumeru laws and crime history. Dori: Obtained her vision with the desire for money, not for mindless greed, but so that she and her sister would no longer be in a situation where it's need is dire. And she will keep it that up for as long as she's able to handle Mora. Layla: Obtained after going against norm within research, shifting her research to challenge her colleagues and superiors despite being timid herself. Tighnari: Stood up at a conference to interject and correct misinformation, something everyone else didn't do. He did what was right and obtained his vision soon after. Collei: My personal favorite out of the Sumeru cast. A large downpour in the Avidya forrest has her stranded with a young girl, lost and cold. She was the only one with her since there wasn't enough time to get Tighnari who was out helping others. She and the girl were soon attacked by beasts. Knowing her backstory, she soon resolves to protect her and everyone else, leading her to save the child and earn a vision next morning. Wanderer: My idea is that he's finally free from hating himself, hating everything. He accepts what has happened and accepts that it's a part of himself, untethering him from the very vengeful guilt he has experienced for a long while.

i think its about having similar traits with the archon's backstory. zhongli is all about contracts and contracts are about loyalty, so geo characters always have something they are incredibly loyal to; noelle to the knights, itto with the gang, navia with the spina, yunjin with the theater crew, gorou with the army, etc. hydro seems to be hiding something for a good cause, dendro seems to be carrying a "mother figure"'s legacy. maybe cryo is about feeling out of place, but the rest i dont have idea lmao

Just think of the prophesy about Fontaine drowning, which kinda happened, but did not really happen. Controlling vision bearers? You might as well say that a surfer is controlling the waves. The visions are made of people's ambitions and feelings that are combined with elemental power. Nobody can control that. Celestia, or perhaps Teyvat, getting something from the vision-holders. Perhaps their power merges with the land, much like Marchosias and Fujin have done, healing it from past conflicts. Perhaps people who ascend get to become Teyvat's guardians, allowing the Human Realm's continued existence. But I can't see how such a power could be truly controlled. At most, it can be pointed at the direction of a worthy cause. Just like one can't hope to control Abyssal power or Khvarena.
I feel like Alhaitham is a case that his talent kit would not be out of place no matter what element he is. Like, can you imagine Alhaitham skills being the same but his vision being another element instead of Dendro? All they need to do is recolor his attack animations and done. Those mirror attacks would look nice with Cryo, Electro, Hydro,... while gameplay-wise he's still broken. Literally any element can work well with his kit, lore-wise, aesthetically, and gameplay-wise.
Don't take this offensively please... But a lot of his potential works *exactly* because of how dendro reactions work. His playstyle revolves around his quick and numerous attacks, proccing spread fast to increase his dmg (which is also why Tighnari is a great DPS to use on spread but NOT crit Kaveh as his attack animations are much slower). He'd still be relatively the same if he was Electro too (if not maybe better? As he'd be able to stack better EM for both aggravate and hyperbloom), but other elements like Pyro wouldn't work on him because Pyro prefers big, single hits due to how Vaporize works while cryo would just make him a worse Ayaka on freeze and an uncoordinated Wriothesley in melt due to how his mirrors work, while Hydro would make him a worse Childe as he lacks burst damage (unlike Childe who can vaporize for high numbers) and an Ayato sidegrade or downgrade due to the lack of proper off-field presence he has. As of Geo and Anemo, it's debatable, as with Anemo he'd be able to use Desert Pavillion set while Geo has the new 4.3 set, but overall his dmg wouldn't keep up exactly due to the reactionless playstyle of Geo and Anemo forcing their respective DPSes to have both high ATK and base scalings, and so Alhaitham would need some scalar tweaking. Overall I'm saying he's good exactly because he's tailor-made for dendro reactions considering the supports he has available as a Dendro character

* Hydro = rebellion
* Pyro = passion
