They are not one of the most violent aggressive animals on the planet, that's hippos, crocs, grizzly bears. Also its not how that works. The inhibitor prevented them from being full of rage constantly. Without the inhibitor as shown in the humans then you are full of rage.
Originally the purpose of the inhibitor was to reduce aggression in human beings, but because of the fact they decided to use a strain of the Ebola virus as the carrier rather than something like a pill, the virus altered the inhibitor to where it would cause the adverse affect of increased aggression.
I love how this movie attacks both the scientists as well as the activists, who both think they know what they are doing and have everything under control.

I am a die hard 28 days later serious addict. From the comics to the movies and graphic novel I love the whole concept that these are NOT zombies. They are infected with the rage virus which is basically a very contagious rabies that spreads like wildfire and turns a person into a violent, rage filled and adrenaline filled phyco. These people are not dead or feed on the dead or humans like zombies. They don't eat at all and starve to death eventually. I loved the first 2 movies but I don't like they skipped over 28 months and went to years. I would prefer if they kept the timeline or a prequel of the first days after the infection and show how the UK is basically decimated. I have mixed thoughts about this trailer. It seems like all the legendary movies I grew up with are all getting horrible sequels lately like gladiator 2, twisters, top gun 2 and so on. I wish sometimes they'd leave something alone and try not too perfect something already that's perfect. Most of these movies do not need sequels and rarely now are any of the sequels are up to par with the original.

Either the production crew should have built thicker cages, or they should have gotten smaller chimps 😄 Edit: for those who don't know, despite their size, chimps are stupid strong, and can rip a human apart without breaking a sweat, let alone break out of plexiglass. The scientist was dumb. Instead of saying that they are infected with "rage," he should of just said they were infected with a VIRUS. "Rage" doesn't sound like a tangible illness. To them, it sounded like an emotion, lol.
Logical ways the outbreak should've been prevented: 1. Security actually responds to the scientist's phone call, gets there quickly, and subdues the activists. 2. The scientist actually properly explains what Rage is and why it's dangerous. The activists don't free the chimps but demand that the research stop. 3. The activists either sedate the chimps or at least keep them in their cages to transport them out.
I wish they would a prequel of the first 28 days from the outbreak to the attempted exodus. I'm a massive die hard fan of the 28 days later movies from the comics to the graphic novel. I love how these are not zombies. They are infected with the rage virus. The infected are not zombies. They are not dead or feed on humans. They actually starve to death eventually. Realistically, they would've stayed there until they had let the animal containment crews come and taken the animals. It's ridiculous, but, its a metapgor for screwing with things you think you understand, but dont.
