I actually agree with signing a bunch of players cheap and hoping for more depth if good role players. The Cowboys trued the over spending game in the late 90s and early 2000s. Since Jason Garrett came in and Steven Jones has more power, they have been more wise, in general about how they spend money and Will McClay has done better in the draft than the Cowboys had done since Jimmy Johnson. This has led to more consistency in the ling run and being a contender more often. The talent has been here multiple times to win a Super Bowl over the last 17 years. However, the culture doesn't demand excellence here. Talent can get you to the divisional round. But a strong culture is needed to go further. Either that, or the league is rigged!
Even when they traded for cooks and Gilmore I still thought they could have added more especially on the dline to get over the hump. Making a couple more moves would of help and when they sign a pro bowl caliber player they are washed

I don’t think staying around the rim is even the right way to build a team. The difference in value between pick 20 and pick 1 in the draft is like two 1st round picks. Staying in the 20s every year mean you rarely get to add premium talent. It’s best to load up for a run and then have a year or two where you are bad to reload. The Eagles won the Super Bowl, been horrible, rebuilt and now been back to multiple Super Bowls while the whole time they’ve been talking about being around the rim.
The problem with the Cowboys is the pay excessive money to three or four players and they are already over the cap. Then they redo contract on players that have not proven their worth and/or injured or are getting over in age and the other players they get are paid little and if they are good go to another time and become stars.
