But after one civilian was dispersed, and the objective didn't complete, that number will increase, and thus is unreliable. In summary, ignore the number. Only one police needed per area.
I was wondering why are the radio voices so annoying. Other than being loud as fuck, there's also only one voice. I remember the previous ones having three voices and even Emergency 1 from the 90's had two.

AFAICT, Every vehicle has a driver that is not a part of the deploy team.
