So he worked on this game after-hours, and successfully sold it to Capcom later. Two years later and he coded an original game with his brother, called Bioman. He showed it to Capcom, and then it was them who suggested they re-skin it into a Mega Man game, Mega Man 3 for DOS. (They skipped 2 for some reason).
Almost that, but no, it was Hi Tech Expressions who published this with permission from Capcom, and it was also Hi Tech Expressions who forced them to convert Bio Man to Mega Man because they already had the license for Mega Man & it was less risky than coming up with a new brand.

I owned this back in the day. I owned an NES and SNES and loved Mega Man, but I was also super fascinated by DOS games. There weren't a lot of sidescrollers for DOS and none of them could compete with what was on the consoles. But they were interesting and felt so different, albeit janky.
You know what would be funny to me? If someone took this and made an actually good fan game out of. Opening stage that's an actual stage, these 3 bosses plus 5 more, M u S i C, vastly improved animations, at least 3 Wily Stages, etc. I'd recommend doing it either in the NES style, SNES style, or the style used in 8.
I'm kinda doing something like that, but in Mega Man Maker, I'm combining both DOS games into 1. The level layouts are a mix of DOS and original, with a few new added levels, obviously music in each stage, minions fights, all playable characters, and new unlockable power ups. Dunno when it'll be done, but I just thought I would mention it.
