The very first thing to do in potentially political crisis is resolve it through diplomacy first! Millions of people will get killed if diplomacy isn't the first step in resolving international conflict. I'm a veteran/retiree who served 26 years on active duty; I served on four arduous deployments to the Middle East. I can imagine how the troops over in that region just sitting there waiting on station not knowing they could be in conflict at any moment. Their lives will be in great danger.
