If the All-Knowing, All-Seeing God placed the Hell-bound people straight in Hell without sending them for the test on earth for God knew they'd be losing the test and so no need sending them on earth and why not place them in Hell, then the Hell-bound people would be complaining, if God is All-Just why did God place them in Hell without commiting any bad deeds while He placed some others in Paradise without any good deeds and they'd have some right to complain for there wasn't a test they've been put through. Allah the Most Just shows His justice and sends all for a test so that at the end noone has a complaint why they are placed where they are placed.
