Cell was going Toe to Toe with SSJ2 Gohan on tge Final Kamehameha Clash but right before that Cell said that it was enough power to destroy the Solar System, it was all Fair, then Vegeta lowered his Guard causing Cell to lose. So in conclusion SSJ2 is near Solar.
