As far as the fans go, there could be multiple reasons as to why they are being noisy, check to see if any of the fan blades are damaged or if they need to be cleaned. If the fans are leaving scratches it could be a damaged blade. Usually server fans are loud so bear that in my mind.
Usually the green blinking light on the front panel indicates that the server is performing a power on sequence or that the iLO is rebooting. Check your iLO settings or the cables connected to the screen. If the blinking green light is accompanied by other issues like no power or system errors, it could be a hardware problem.
