9:15 Vy wore that wig because in a video prior Chad said to someone else he didn't like girls with black hair and that he preferred tall girls as a joke; Vy overheard it and took it as genuine so she changed her hair and wore boots that made her look taller - this persona would eventually become known as Doble V, or a second version of Vy. As for what Daniel and Chad are doing: Daniel was jealous of this character who was Regina's supposed PZ love interest known as Harrison or simply H; so he dressed up like H to try to find out more of Regina's side of it, but that was quickly foiled as Chad decided to dress as Regina and it just ended up being Daniel talking to Chad. Also Daniel was accidentally hypnotized by one of Melvin's machines to fully think he was Harrison (I don't remember the full details of this part but that's the basics of it)
