Many "former military" in real anti-government groups were chapters or early discharges (Often Dishonorable or Other than Honorable). Many didn't receive the full training other Soldiers would have received or gained the real-world experience in applying those techniques.
Real military types would have had the city on their knees in groups like this. It's total horseshit and unbelievable fakery. I switched it off after the the guy who was on the Sniper rifle got nailed and allowed himself to be surrounded in the first place haha.
