according to the lore, guoba is actually a legitimate fucking god of fire and cooking and taught ancient people of liyue how to cook. he used to be massive and way more powerful than he is now, but he lost most of his power and memory so he is canonically like busted strong, even tho he's not as strong as he used to be
Honestly every single character is stronger either in the past, or in cutscenes, and sometimes both. Especially Ningguang on the latter (I say this as someone who mains Ningguang).

I'm still really annoyed that Mihoyo made Azhdaha's hitboxes so stupid, I've been clipped the same way a thousand times at this point and it's ridiculously frustrating that you either need a shit load of shields or a really strong healer to efficiently deal with him at all. The only other strategy that works is archers, because trying to physically hit him at all with a melee character and i-frames is just a no no.
i saved 29,000 worth of primos (in case i lose 50/50) to pull for Ganyu just because of my spite for Azhdaha, Stormterror & Ruin Hunter. they all can die for all i care.

Gouba canonically gave up his power to help the people of liyue by splitting up into hundreds of mini goubas. If this is what one of them can do, imagine his power when he's whole.
