In order to do this properly, you first need to grab the Border effect from Video Effects. Next in order for the effect to stay fit to the visual, not the entire frame, you have to use track motion and set it according to your visual grid (3x3, 4x4, 5x5, etc.), you can get your visual setup result with this method by using a calculator and dividing the height by your grid setup. For example, if you have your visuals in 5x5 and your video is in 1080p, you would divide 1080 by 5, then you would type in the result you get from your calculator, then pan it using track motion accordingly.
