How to rotate and scale objects in nanoCAD

Yes It is possible . After giving command scale please choose base point and then click on Non-uniform scale

How do I flip a complex image like a stud wall horizontally so I have two walls facing each other with studs perfectly in line with each other?

You can mirror it after selecting the stud wall and then selecting two points along a horizontal or a vertical axis. A notification will prompt you to select if you want to erase source object, select Yes if you want to erase original wall and select No if you want to keep both the walls.
