I have to agree with you. It reminds me a lot of what happened to Superman in an episode of Justice League mixed with what happened to the Flash (also Wally West) in the same show. I think he might be stuck in a pocket dimension, like Wally thought happened in Denial. I'm going to write a fanfiction about his return. That's just what I feel about it. Wally is not dead to me.
It is two scenes from episode 16, Failsafe. The one in front (I think) is from the end of the episode when Wally looks over to Artemis. The one that I think is in back is from close to the beginning of the episode when she is "disintegrated."
