With an unusual heat wave hitting the country and the demand for power going up, India's thermal plants were not up to the challenge to produce more power, as they faced a severe coal shortage. Despite there being more than enough installed capacity of power, why does this keep happening?

solar power plants are the best bet for india. Storage of electricity can be done also by 1) pumped hydro or 2) by retaining heat in huge concrete blocks in an inert environment contained in a thermally insulated building. Currently their efficiency for the 2nd type has equivalent to a gas powered type with only a net difference 10-20%. Natural gas turbines have efficiencies between 50% to 60% as compared to coal power power plants with a measly 35-40% efficiency. So the second option is the energy storage solution which is reflected by the low $/MW. "just have a think" has a video on youtube .

Power Gencos (Generation Companies) were facing a similar situation in 2002-03 like what today Discoms are facing. It was former PM Atal Bihari Vajpayee who at that time despite huge protests allowed Private Companies to enter the Genco business Pan India.
Honestly this was one of the key reasons which entirely revolutionized the entire Power Generation business in India & made us self sufficient.
Now a similar step needs to be taken by the Narendra Modi Govt as well to allow Private companies participation in Discom Business in order to make this sector more effective & efficient towards the needs of it's consumers & specially industries whose entire supply line depends on how regularly they're supplied with power.
This would likely be done through the Electricity Amendment Bill that will most likely be introduced in the Monsoon session this year. Please don't let anyone fool you on this. Government is not privatizing electricity boards as many political parties will claim once this law is passed, State Electricity Boards even now as the name suggests come under State Govts. (so Central Govt. has no say in privatizing them) but Central Govt. is just allowing Private Companies to enter Distribution Business to supply electricity only to those who opt for it. Ofcourse the cost might be higher than the electricity supplied by State Boards but then they'll ensure you with regular supply, timely maintenance etc. & the best thing is that you can always opt for State Boards delivering electricity at lower costs if you feel like. Most importantly this is good for Industries in our country as any industry desires to set up a manufacturing unit in a country which can supply it with regular power, water & land & labour at cheap rates. So support this reform.
