I am in the Uk and just starting out. Getting hold of equipment and materials for carving is much harder here and I totally rely on the online sellers. I do have a few 1x1 inch Beavercraft sticks as they are the only ones I can see online that are from a carving background. Amazon will tell you anything and the only other shop supplier I know of is a chain hobby store called Hobbycraft in the UK but I doubt their basswood is premium.
The Beavercraft sticks should hopefully be ok for you. I have gotten some good wood from them, but some pieces that aren't so great. In general, for what you can get easily on Amazon it's your best bet I think.
What about poplar? I have a bunch I need to fell. I typically rive it into quarters to season for arrow shafts but could definitely rive some into carving blanks. One of the poplars I have to take down is roughly 9m tall and 30-35cm diameter which should provide stock for a long time. Is kiln dried essential or can I hang it in the rafters to season like I do bow staves and arrow stock?
I don't work with wood at all but I'm interested in wood carving from watching your videos, so i was wondering if I wanted to cut the pieces of wood into smaller blocks, what should I use? Thanks!

You could try lime wood from G and S specialist timber

Some people carve poplar and I don't see why you couldn't dry it yourself. Best way to tell is to try and see how it works for you.

For these sizes you should be able to use a simple handsaw. I use a band saw personally, but a power saw is not necessary in these sizes.
