Victor Smith, who was Personal Assistant to Rawlings, confirmed the move to stop the electoral process at some point, inorder not to hand over power to the NPP by adding that, a letter of some sort came from the US Government addressed to Rawlings and after he ( Rawlings ) read it ( the letter ) he became very moody & when Victor Smith asked him what it was, Rawlings said it was a letter from the US Government.
