Since your ring-neck is 9 months old and he is with you only for the past one month, sure he will be finding difficult to be friendly with you. Don't hesitate to go near him. Try the following.
Give food for your parrot which he like the most with your hands (cover with some clothes initially your hands to avoid biting) or by spoon or by keeping near you.. This is the basic step... so that he will approach you always when he need its favorite food.. Cuddle it with your hands covered to avoid biting...
