They're most likely in Japanese with pictures, much like Gunpla models, but don't worry, usually the instructions say what parts you need to "pop" out of the trays in terms of "J5, B2, C29" and etc.

Prime alex1027 they are neither of what you suggested they are accrilic pastels so they are more similar to paint
