So when you buy these minerals rights does that mean you can hire someone anytime to start drilling for oil. ( I know this is underground but are there any fees like yearly taxes associated with mineral rights like land tax

If you own 100% of the mineral rights and have very deep pockets, then sure! This almost never the case, though. Some mineral rights are taxed regardless of production status while others are only taxed based on production - it depends on where the mineral rights are located.
