Pretty sure that there are some Newtypes in SEED too (read: Mu La Flaga, according to production staff, I guess?), but they have literally never done anything with that???
But her Newtype concept here is total different. It was explained in Another Century's Episode 3: The Final Tiffa saw what's coming upon them, while Amuro himself didn't feel anything apart sensing another Newtype. Different timeline, and different history
In a sense, Tiffa IS one of the only Newtypes from her series, while based on what I know, Bellri and Aida are Newtypes in their series. But the concept between Newtypes from UC and After War is so far apart, it's safe to say that Newtypes in AW are more like Psychics unlike UC's Newtypes who have enhanced spacial awareness
