if you are talking about the bandana, then no. the bandana doesn't block the damage, their scout armor (that covers the head? deflects it too.)
but the real reason is that I recently found out that the raven deals less damage against steel cove and halcyon, just not how much

steel cove / halcyon is 305
yet the raven still can't one shot the units
proving that she is broken (probably fixed by now, along with heavy mastery lightweight failure)
