I just want to say, thank you for posting to this day! I used to watch a long time ago when I first played HW2, but I got back into the game and you’re still posting, and it fills me with joy!
3 years later and the idea of a Shrooooud, Banshee, and Elite Enforcer/Ranger filled Phantom army for full air supremacy as Arby still makes me happy... I don't have the game bc I don't own an X-box, but if I did Arby would prob be my main leader, he just looks so fun to me
I didn't know garrisoned units could still shoot out of the Phantoms! Those Phantoms rolling up with the Hunter beams was so satisfying. Arbiter's my personal favorite hero with all the wacky stuff he can do.
For tech 1 also since he has enforcers at tech 1 and the arbiter is fairly strong at tech one since he can take out hunter captain on his own in rage mode
Use stasis offensively! Freeze half their army and clean up the other half. For late-game arbiter, never fight another full army. Always keep the other army at half capacity and your boosted by conduit of rage.
Air still actually is OP, you have yet to encounter opponents who properly utilize it. Excluding the obvious vulture spam, you have to split your air as anti-air does AOE damage. 😉

Arbiter is one of the best turtle leaders in my opinion, stasis is truly wonderful because they can deny vultures bases.
While also saving your troops from a beam or any other leader power

In my opinion Arbiter is THE best leader for very late game, but thats usually 1 hr plus when you have gotten all leader points and such

I think voridus can be a powerful leader if used correctly
Only thing that makes Pavium Cheederful is when you pair his leader ability with Mines or Rain of fires, but then besides that his pretty bad
