Midazolam is an amnesia inducing drug, usually administered before surgeries. It is also used as a lethal injection in death penalties.
Now there are two things to know in this song:
1. The "New Human Project" is a concept of rebirth whereas the memories of a person is replicated and transferred to another. It focuses more on preservation of memories rather than a complete reincarnation as consciousness differ from both persons. The subject is aware their memories are not their own.
There are different methods of memory transferal, most of which include memory-based Cell Anomalies. Those made to receive the memories of another are often young so they can inherit skills. Once they reach into adulthood, they will continue the works of their teachers/predecessors. The project itself is incomplete and stalled after an important cell anomaly was destroyed.
2. Whiskey's ability to disable memories isn't limited to being used on others.
had a weird dream that when the video premiered the dude appeared as a normal drawing and as the video went he started to slowly turn into a weird doodle in an ominous 3d background that kept spinning and then the screen turned black and then words on the screen appeared that said “this is cancelled” and then it had a forty minute outro instrumental and I started sobbing
i had a vocaloid dream too
it was all red in the back and there were people wearing paper plates holding knifes. then the scene cuts to a house. then it cuts again to them inside it. then it cuts again to them going up the stair of the house.

ok so this is my second comment + the song isnt even out yet but apparently midazolam is a medication thats used as a sedative - it calms people down + reduces the risk of violent behavior, but doesnt knock them out. however one of its effects is preventing the formation of new memories. it also seems to result in an effect where the person doesnt realise they have amnesia unless told its a side effect in advance
considering whiskey is in the thumbnail, and what his cell anomaly does.... uh oh. sure do hope whiskey didnt commit any more ethics violations
It does knock people out. That's why it's sometimes used in anesthesia (with some other drugs).

OGH. this song has so many good lines but holy shit!!!! i love this so much and the animation and the melody is incredible as well i am honestly stunned and so pleased to have seen this so quickly after it came out!!!! i know i am going to rewatch this so many times. man its just so good!!!! whiskey is so interesting i am so pleased to learn more about whiskey and there's a lot to analyse here jhust . yes

But overall, I love the visuals and the song overall. The way you used vflower and her whispers was amazing. The entire vibe of the MV and the song felt like Hiiragi Kirai, syudou, and NILFRUITS combined but I can't fully pinpoint it...

i made a seperate comment about this, but basically midazolam is a sedative used to manage seizures, curb aggressive behavior and help people fall asleep.
though the song is probably called that because the guy in the thumbnail, whiskey/seven, has the ability to erase peoples memories, and one of midazolam's side effects is causing people to lose the ability to form new memories (known as anterograde amnesia)
