I know it's late you probably know by now , but it's the carneval celebration in cologne in Germany. Its massive. Absolutely huge. The dancers you see are the "Mariechen" and "Dance officers" of the carneval corps. They are up to 200 years old this year and portrait a parody of the Prussian army.
