Marion Street is a bad street for walking. The only nice street in north downtown is Franklin STreet. The whole Tampa Bay area was focusing on sprawling and sprawling with sububurban areas for decades and really neglecting the downtowns. Also much port land fell vacant after the port moved most operations out of the inner town..... It only changed in the last few years to redevelop downtown , but it will take a few more to make downtown a vibrant area again. But you see the construction is going on everywhere. One of Tampas best asset is Bayshore Boulevard and Hyde Park village nearby. Also, the number of homeless people is rising during the wintertime, many coming from the north.

Someone from Tampa needs to fill us in on how different this is from usual--my impression is that these Sun Belt cities are usually pretty sparse on pedestrians, or really anything except during business hours and I suspect this is either earlier in the morning or a weekend.
I’m from Tampa and I will say the city isn’t usually this empty pedestrian wise on a nice afternoon like this one. However, the public transit infrastructure here is almost non existent so most do tend to drive through the city or drive to work instead of walking. Nonetheless, it is quite unusual to see such a ghost town here.

Metro Miami has over 6 million Metro Tampa has over 3 million Metro Orlando has over 2.5 million Metro Jacksonville has over 1.5 million Jacksonvilles stats make it seem bigger cause the whole county is considered Jacksonville,and Tampa felt cooler cause you went north,if you would have gone north on the east coast it would be cooler as well

Actually there are more people now than 20 years ago..Lifeless downtown, but I did like the weather ,way better than humid Miami...Should have gone to public library it's nice and cool there...
Not a lot of people live downtown, but that is changing with a massive development underway in the Channelside district. About a dozen high rises when completed. Mostly residential.

The lawn at Hixon Park is in rough shape because that location was an area used for entertainment during the Super Bowl.

I assume people are working remotley hence the empty downtown. They put a lot of money into it, but it is eerie to see a major city so empty.
