If you watch really closely you can tell the difference (specially in the last time when they shout the syllables like "MU-SSO-LI-NI!", you can distinguish both gestures; those who are doing the former are throwing their arms forward with every syllable, while those doing the nazi salute just keep the arm up all the way). Still a waaay too large percentage of the fans doing the salute, but it's not like the whole crowd's doing it unprompted i guess.
