Urdu is a tremendously rich language, Jal could mean a lot of things depending on the context, it could mean water or tears. I am going with tears in this context since it's a sad song, Har Jagah Hai Jal could mean tears everywhere. Water everywhere is too literal for me and doesn't really make much sense in relation to the rest of the song.
