The Musharraf-Manmohan formula was articulated in 2006 and envisaged an ambitious attempt for peace in Jammu and Kashmir. In the Manmohan era peace plan with Pakistan, Congress had devised a plan which entailed handing over complete Kashmir to Pakistan, in exchange of peace. This plan had been accepted by both parties and even the date had been declared upon. But this plan could not be finalised because the Indian army flatly refused to withdraw, and the Manmohan government had put the plan on a soft pedal rather than face a real threat of mutiny in the army.

Musharraf said the same thing, but it's absolutely untrue. The Indian Army does what the Democratically elected Indian Government tells it to do and they have no say in the foreign policy of India. The Indian Army doesn't get to decide if it stays or leaves Kashmir, because the Indian Government decides that. Unlike Pakistan where the Pak Army actually controls and loots Pakistan.

Manmohan-Musharaff formula would be as big a blunder as JL Nehru taking Kashmir dispute to UN for which we have lost thousands of lives - armed forces, J&K police police personnel & civilians. Congress record of dealing with terrorism is replete with gigantic failures as in the case of 26/11 terror attack response. In fact it was spineless Mannohan Singh who reduced India from a victim of terrorism to a terrorist sponsorer in his meeting with Pak PM Nawaz Sharif at sharme-sharif in Egypt. We already have destroyed terrorism in J&K under PM Modi after abrogation of 370. India should outright reject any such revival proposal of the plan from Pakistan.

The first pre-condition of the UN resolutions is that Pak will remove its army from the POK.
Whether Pak will remove its army on its own or the army will be forcibly removed by the people of POK was not in the charter that India signed. So, India shouldn't be drawn into an extraneous issue.
Meanwhile there are the UNHRC, the western human right ultra-activists to prevent the cases of human rights' violations in POK.
India will take back its POK at its own time of choice. So, Pak shouldn't live in the illussions that it would strike a greater bargain by posing itself as a giver of POK.
Presently, India's only concern is that Pak stopped sending its cross border terrorisms, narcotics and arms.

Even if Manmohan Singh wanted to give away Kashmir, Parliament of India would have rejected it. What a disaster he has been to India!

The 1972 Simla Agreement saw Indian generosity in returning 93,000 POWS against commitment of non-violation of LoC. And, Pakistan in 1989 transferred Punjabi terrorists from Afghan front to kill & maim non-Muslims & Indian security forces and successfully carried out complete ethnic cleansing of Kashmir Valley (Stephen Cohen).

The recent FEB 25, 2021 LOC PEACE AGREEMENT OF Director Generals of Military Operations has also been monumental failure as seen by scores of terrorist launch pads, terrorist infiltration & drone dropping of arms & drugs.
The realty is that Pakistani Military devours 54.7% of national resources & runs commercial empire worth over $ 50Bn from Bakery to Banks (Stephen Cohen, 2003). Anti-India terrorism, anti-India rhetoric & Kashmir cause helps it to devour huge funds & keeps other provinces under Army's grip.
