So is Temu kind of like Shein where you have to go up 2 sizes to get a comfortable fit ? Cause i wear a 2XL and ordered a 4XL on shein and it was my size.

Rule for anything bought online. Go a size up sometimes 2 sizes up.

Why dont go up size like xxxl instead of xxl im 6'4 an i had the same problem with the sleeves but i went xxxl this time hoping it ahould fit better

That has been my experience. I'm usually a 4xl and all the shirts I've picked up from TEMU so far have been 6XL and seem to fit fine.
