Scooters like the PCX 160cc tops around 120kph all stock. If you've been riding long enough, you will understand how bikes behave during hard braking. For light bikes like the PCX 160, putting an ABS for the rear tire is somewhat pointless as around 90% of the bike and rider weight is transferred to the front tires during hard braking. Depending on the speed, the rear tyre will lose much of its traction, regardless if it has ABS or not. It is all about physics really. Releasing the rear brakes in case it locks will quickly give control back to the rider. Allowing the rear brakes to lock also gives some maneuvering options for the rider in certain situations.
This however is not the case with front wheels. When your front wheel locks, you lose control immediately and almost always results to a crash. That is why configurations for front disc brakes are far more bigger and powerful than the rear brakes. This is also why it is more practical to use ABS for the front wheel. It is all about physics really and a business decision. Why put an extra ABS on the rear when the combined brake system is more than enough for stopping power and safety? And an extra ABS for the rear tire will add to the total costs of the bike. I hope this helps. :)

It’s been available that way in certain markets for at least a few years now. Once it get to the US it looses the rear disc. It still has plenty of stopping power though.
