This did not work for me, transferred the fsmo's over and the server stops letting any user login to it, the machine Administrator account, any of the domain administrators all locked out from logging in to it... Redoing this i run `netdom query fsmo` on the new 2019 i just get the RPC Server is unavailable (i only transferred infrastructure manager to test this time)

You can use EventCombMT tool to check account lockout. It generates a report that tells on which PC the account is getting locked out.

Are you referring to group policy? You also need to migrate from FRS to DFSR. I missed that part while creating those guides.
