yeah I'm from Mexico, and also rice with milk it's a dessert, the rice it's cooked just with water, and a certain point add milk then cinnamon, sugar and coconut, you can search it like "arroz con leche"

But not cold milk you boil the rice with water then after it cooked you add milk and let it cook with it for like less than ten minutes do not let the rice dry from milk pour it in a bowl after that you can add sugar if you want or not its better with sugar tho it taste really good like a dessert
Rice with milk is considered as a dessert in so many countries not only Morocco but also alot of other arab countries like Egypt I'm pretty sure Asian countries like India tho
