Supergirl stopped aging while she drifted through space and arrived on Earth still as a teen years later when Superman had grown up. she then based herself off his already established style (hence Supergirl)
Powergirl is a seprate universe where they arrived together correctly so she grew up and matured ahead of him and donned her own name and style since Superman hadnt gotten started yet.
