They probably did this to make the viewer sympathize with Ma Su and to make Zhuge Liang look even better by choosing the "right person" for the task. Ma Su can talk the talk...but not walk the walk.
i think at this point were all aware that this adaptation does a poor job of following the events of the novel as accurately as the previous series did. Though the character development and plot development does a good job of making this series very entertaining to watch.

This is historically inaccurate. Deng Zhi not Ma Su was sent to speak to Sun Quan. (For people interested in the real history).
