It's still working, yes. But sadly loot was nerfed, they drop only pieces of armor now, 1-2 Vss, sometimes nothing..

If you give them nothing, or things which they won't like, they will attack your base in 2h.

Before it was 60 (I think, or 65) now they changed it and you have to be 150 in order to get the raiders

Yes, but reputation doesn't matter, it won't affect your future raids as they're purely random.
