If the other team has a free kick and the restart is ceremonial, meaning that the referee would walk out ten yards, the kicking team must wait for the referee to blow their whistle before they can legally put the ball in play. If the restart is non-ceremonial, the kicking team does not have to wait for the referee to blow their whistle (the referee shouldn’t blow their whistle in this case). In all of these cases, however, the defending team must remain at least 10 yards away from the ball in all directions until the ball is kicked and put in play by the kicking team.
