Well, technically he wasn't a fighter, just an arms dealer. Judging by what we've seen, all Division agents get basic hand-to-hand combat training - even Birkhoff has some moves - but only the field agents/assassins are highly skilled at it.
the old spice guy - which I'm sure is a great guy in real life - was a terrible miscast. he did not look like a fighter let alone an ex division agent at all.
