The radiator fan turning on isn't a function of time, it's a function of temperature. I don't know what the exact temperature is for the EX650, but it's probably in the neighborhood of 215F to 220F. Loud is a relative term. If you're asking, "should you be able to hear the fan when it turns on?", then the answer is yes.
