That first card gets exponentially better the bigger the draw. Preventing one draw and making them discard a card is good but fair. Preventing two draws and making them discard 2 is phenomenal and puts them on a harsh backfoot. Preventing three or more draws and making them discard 3 or more cards flat out wins you the game if you're not dead on board. Especially if you get full value on it.
I feel like the templateing for the first card should use a replacement "if target spell/activated/triggered-ability would cause a player to draw one or more cards they instead discard that many cards" instead of text altering. I could imagine there is some card out there that is going to just not function within the rule after this sort of text replamcent. It also might be more friendly to players in non-english settings. The down side is you can't use your Botched Offering to functionally nullify up your opponents Botched offering of your Ancestral Recall.
I like the flavor of Victory at all Costs. Maybe add an "this cost can't be 0" or something, so wiping the board or only having 0-cost stuff out wouldn't work. edit: if that's not enough, include a clause like "permanents your opponents control must contribute 1 or more to this cost", so you can't board wipe and play a cheap permanent yourself. You need to keep something on the field that's not under your control.
